Dr. Mugheirbi is a researcher with extensive experience in policy analysis and evaluation. As a member of the WVU Health Affairs Institute team, he focuses on data analysis and policy evaluation. Currently, Dr. Mugheirbi is supporting efforts to develop and implement novel methodologies to automate evaluation processes and increase accuracy Health Affairs projects.
Prior to his current role with the Health Affairs Institute, Dr. Mugheirbi’s research focused on public policy, American politics, and research methodology. He has applied an array of quantitative and qualitative methods to study the executive regulations and rulemaking process, analyzing the behavior of regulatory federal agencies within a broader decision-making network. Dr. Mugheirbi has also taught several courses in research methodology and policy analysis both in the United States and abroad.
