Dr. Mugheirbi is a researcher with extensive experience in policy analysis and evaluation. As a member of the WVU Health Affairs Institute team, he focuses on data analysis and policy evaluation. Currently, Dr. Mugheirbi is supporting the efforts to develop and implement novel methodologies to automate the evaluation process and increase accuracy for the Independent Verification and Validation (IV&V) project.

Additionally, he conducts Social Network Analysis (SNA) for the Overdose Data to Action (ODTA) project and the Increasing Awareness & Referral Relationships Among Harrison County Providers of Care & Support for Substance Use Disorder (IARRHP) project. Dr. Mugheirbi is also a valuable resource for the Children’s Mental Health Evaluation (CMHE) project and the Mountain State Assessment of Trends in Community Health (MATCH) project, where he assists with data manipulation and analysis. 

Prior to his current role with the Health Affairs Institute, Dr. Mugheirbi’s research focused on public policy, American politics, and research methodology. He has applied an array of quantitative and qualitative methods to study the executive regulations and rulemaking process, analyzing the behavior of regulatory federal agencies within a broader decision-making network. Dr. Mugheirbi has also taught several courses in research methodology and policy analysis both in the United States and abroad.
