In his role with the Health Affairs Institute, Charles provides research and policy development for the West Virginia Department of Health and Human Resources. His work currently centers on the COVID-19 Evaluation Project, which involves scanning WV DHHR Bureau for Medical Services policy changes made in response to the COVID-19 pandemic and creating logic models to guide development of an evaluation plan for these policy changes.

Prior to joining the team at Health Affairs, Charles’ work centered on policy evaluation in the private and public sector. He was a research fellow at the Center for Revolutionary and Extraordinary Scientific Thought at Potomac Institute for Policy Studies, where he worked with a team to develop solutions to future science and technology policy issues, such as the emergence and impacts of AI and served as Director of the Regulatory Science & Engineering Center at Potomac Institute, promoting the creation of policy using scientific principles. He also worked with agencies like NASA in developing technology readiness, assessment, and forecasting methodologies.
