As a program director for the Health Affairs Institute, Tom designs and manages the activities of teams for projects to support the West Virginia Department of Health and Human Resources, including eligibility, enrollment, and administration of the agency’s various human services programs.
Prior to joining the team at Health Affairs, Tom held various leadership roles in enterprise application departments, including CMS. He excelled in guiding teams to delivering quality solutions in a fast-paced environment with difficult and inflexible deadlines. Tom is a successful team builder, managing professional staff, part-time team members, consultants, and external vendors. His ability to partner with stakeholders from all disciplines, and the ability to motivate team members of all levels of responsibility and technical expertise have resulted in consistent delivery of quality solutions.
