Tom’s professional mission is to orchestrate teams to deliver project solutions. As a Program Director for WVU Health Affairs Institute, Tom leads technology project teams to meet customer needs, stressing communication, project management principles, and creativity. 

Tom started his career at WVU more than 30 years ago in the University Libraries before moving into WVU’s Mountaineer Administrative Processes (MAP) group. In MAP, Tom served initially as a business analyst and trainer, then eventually, for more than 10 years, as the director of the Human Resources and Payroll software team. 

The role in MAP was followed by two years in Federal contracting, where Tom was an IV&V (Independent Verification and Validation) analyst on a large upgrade project to Healthcare Integrated General Ledger Accounting System (HIGLAS), at Centers for Medicare & Medicaid Services (CMS), the world’s largest accounting system. 

On his return to WVU just under 10 years ago, Tom has transitioned to managing state health system projects with WVU School of Public Health, and WVU Health Affairs Institute, including:  The State Innovation Model plan; two iterations of the WV Health Information Technology Plan; and IV&V of Peoples Access to Help (PATH) the state’s integrated eligibility and enrollment application.
