David Hall is an analytical problem solver with 20 years combined service in the Air Force Intelligence Community, Public Health Epidemiology, and the Department of Veterans Affairs.

In his role as program director, David helps bridge the processes between program management and research in order to help the principal investigator and evaluation team deliver an accurate and in-depth product on time. As part of the COVID-19 Policy Evaluation team, David works closely with both WVU faculty and staff within the West Virginia Department of Health and Human Resources. Adept at quantifying data and extrapolating it into usable information, as well as clearly communicating that information to various stakeholders, David contributes to the overall success of his team’s endeavors.

Prior to joining the Health Affairs Institute, David had a thriving career in the health sciences and military service. During his tenure as a management and program analyst within the Department of Veterans Affairs, David worked with a team providing hospital efficiency modeling and comparison data used to evaluate the access and care at all VA Hospitals. He also served as an epidemiologist for the Nashville Metro Public Health Department and the Tennessee State Department of Health. As a scientist in the United States Air Force, he was involved in intelligence, program management, and ecological survey work. Most recently, he served as a missionary pastor in Alaska.
